这边的定语从句中的谓语动词为何不可以用had advised，我的理解是，advise这个动作在explained之前发生。
对比上一句：

这里用过去完成时态我可以理解，由于had brought在suggested之前发生。
对比两句：为什么第一句用过去完成时为错误，第二句用过去完成时为正确，缘由是什么？
你仔细想想主句的explained 和从句的 advised 什么动作在先，什么在后。注意这个who引导的定语从句为非限制性定语从句，只是没用逗号而已。你若是注意句子表达的逻辑意义，就不会有这个问题了。我把这个句子稍作改动，改为并列句如下：
I explained the situation to the ticket-collector，and headvised me to get off two sTOPs before Vienna Central Station and take a taxi.
